Born in Rome on August 19, 1956, he graduated with honors in law from the Faculty of Law, University of Rome. Since 1981 employed in the legal department of the San Paolo banking institution in Turin; he was then responsible for the legal area, relations with supervisory authorities, and trade associations at Fideuram Gestioni.

Since 1992, he has been in charge of the legal advisory department at Banca Fideuram and Fideuram sim and since 1994 as head of the legal department of Credit Suisse sim and then Credit Suisse (Italy), Credit Suisse asset management sim and Credit Suisse asset management funds.

He has been a lawyer and co-founder of Bochicchio&Partners since 2000.

He is the author of numerous publications on legal matters, including a monograph on securities market law that appeared in the "Treatise on Commercial Law and Public Law of the Economy" edited by F.Galgano; a monograph on mass credit securities published in a Cedam series edited by A. Bonsignori and G. Ragusa Maggiore; a monograph published in the latter series on buy-back, with particular reference to the principle of equal treatment between shareholders and the autonomy of the company in the composition of the share capital; a contribution on the subject of public control over joint-stock companies that appeared in the "Trattato teorico-pratico delle società" directed by G. Schiano di Pepe; as well as one on listed companies that appeared in the same treatise; and finally a book on politics and one on political philosophy published in 2012 for Biblion Edizioni.

He is a scholar of political history.
